What Is a Good flash software creator for online content?

I am using macromedia flash *ugh and want to create something with more graphics and that’s just overall better like this, http://www.flash-template-design.com/preview.php?tid=2449, what software did they or would you use to make this type of flash intro or video?
I know technically it’s a template but ya know, it’s pretty much the same thing.
